SEVEN new Members of the ‘Zanzibar House of Representatives (ZHRs)’ including some from the opposition, appointed by President Dr Ali Mohamed Shein, were sworn in yesterday, before the legislators discussed the inaugural speech.
Those who took oath of allegiance before
the House Speaker, Mr Zubeir Ali Maulid, include Mr Hamad Rashid
Mohamed (Alliance for Democratic Change-ADC), Mr Juma Ali Khatib
(African Democratic Alliance -TADEA), and Mr Said Soud Said (Alliance
for Farmers Party - AFP).
Those from CCM are Mr Ali Karume,
Ambassador Ms Amina Salum Ali, Ms Modeline Castico and Mr Mohammed Aboud
Mohammed. All the legislators appointed by Dr Shein thanked the
president promising to serve the people honestly.
The president of Zanzibar is empowered
by section 66 of the constitution to appoint ten members to the House,
but after the boycott of the main opposition - Civic United Front (CUF)
from the rerun elections of March 20, 2016, he gave the chance to three
leaders from the opposition willing to work with the CCM government.
Debating the inaugural speech, the members commended president Shein for
outlining his work plan that if successful, will lead to better
livelihoods and also move the Islands from the current stage to being a
middle class country.
“I really wished to be the First
Vice-President of Zanzibar, but it is unfortunate that the votes I got
in the elections were insufficient. However, I thank Dr Shein for
appointing me to the House,” Mr Hamad Rashid Mohamed said.
He said Zanzibaris should not be
disappointed by the aid cut. “We are determined to work hard for
self-reliance. Hardworking and avoiding unnecessary expenditure, will
definitely drive our minds away from foreign aid.”
Mr Mohamed Raza (Uzini Constituency)
joined his colleagues from CCM to thank Dr Shein for the good speech,
but asked the government to make sure that promises made during the
campaign are fulfilled within the next five years.
In the inaugural speech, president
explained how his administration would change the lives of Zanzibaris,
including developing housing; establishing industries, fishing, cloves,
tourism, and entrepreneurship so that many youths can be employed.
He said that at least 13 towns have been
earmarked for development including ‘Fumba City development project’,
and free economic zones which had stalled for decades.
Meanwhile Zanzibaris led by Dr Shein
today remember the First president of Zanzibar, the late Abeid Amani
Karume by conducting a special prayer (Khitma/Dua).
Karume was assassinated on April 7, 1972 at Kisiwandui, the current CCM head office on the islands, while playing Bao game.
