DEVELOPMENT partners, the private sector and civil society organizations have signed a code of conduct with the government through the Ministry of Health, Community Development, Gender, Elderly and Children that re-affirms their commitment to work together.
According to a statement issued by the ministry, the signing ceremony was led by five sector relevant ministries, including the Ministry of Health, Community Development, Gender, Elderly and Children, Finance and Planning, President’s Office, Public Service Management and President’s Office, Regional Administration and local government.
Among the development partners who signed the Code of Conduct Included Denmark, Ireland, Italy, African Development Bank, and the World Bank. The private sector was represented by APHFTA, BAKWATA, CSSC, BWM Foundation and AMREF Africa.
The professional associations were represented by the Tanzania Public Health Association. The remaining sector partners will continue to sign next week as they mutually expressed.
The signed code reflects all parties working in the health sector and clarified on the advantages of the 20 years old Tanzanian Sector Wide Approach (SWAp) and Core principles which includes transparency, mutual respect, accountable governance, respect for human rights, managing for results and predictability of health resources.
Others are common management arrangement and sustainability, bilateral commitments, settlement of conflicts, inclusion of new partners and termination arrangements. Since the start of the SWAp in 1999, the number of health partners has grown.
Modes of development assistance have expanded and evolved over the last few years and now the SWAp is supported through project financing, in-kind goods, services and technical support, basket (pooled) financing as well as General Budget Support (GBS).
This revised Code of Conduct responds to the new environment and builds upon lessons learned over the past seven years.
The aim is to facilitate an effective partnership between government and DPs in support of the National Health Policy, Health Sector Strategic Plan, and annual work plans as articulated in the Medium Term Expenditure Framework (MTEF) and in District Comprehensive Council Health Plans.
This Code of Conduct describes expectations and commitments on the sides of all parties (Government of Tanzania and DPs) which endeavours to improve the efficiency, effectiveness and impact of the SWAp by increasing transparency on all sides, improving predictability and allocation of financing, reducing transaction costs and the administrative burden placed upon the government, and better coordinating multiple inputs and activities which serve sector objectives.
