TANZANIA’S Dr Frannie Leautier has been appointed to the position of Chief Operating Officer and Senior Vice-President of the African Development Bank Group.
Dr Leautier who is also the African Economic Research Consortium (AERC) Board Treasurer is currently the Chairperson and Co-Founding Partner of Mkopa Private Equity Fund, a private equity investment firm with focus in small and medium size enterprises in Sub-Saharan Africa.
Previously, she was the Executive Secretary of the African Capacity Building Foundation (ACBF). According to a statement issued recently by the AfDB, her appointment at AfDB takes effect on May 9, 2016, making her second in command in the governance structure of the African Development Bank, a regional multilateral development finance institution.
Dr Leautier is a globally respected development expert with over 25 years of professional experience and a former Vice-President of the World Bank Group. She has extensive Africa and global working knowledge from both public and private sectors, including strong managerial experience in complex multilateral institutions.
In her tenure at the World Bank, she was recognized for innovative projects in the water and energy sectors and also won the “Good Manager Award” for excellence in management. Earlier, she worked as the Chief of Staff and Director of the Office of the President of the World Bank Group from 2000-2001.
She was later appointed as Vice-President for the World Bank Group and Head of the World Bank Institute from 2001-2007.
She is credited for helping to restructure the World Bank’s Institute for greater innovativeness, efficiency and delivery, for which she was given an award for Recognition of Extraordinary Work in 2003 by the World Bank, and a Presidential Award for Excellence in 2002 for her contributions to work in Latin America.
From 2007-2013, she was appointed a Distinguished Professor of Leadership in a Globalized World, Sciences Po, Paris, where she taught Masters’ courses in international management and leadership.
Dr Leautier has also served as Board member of numerous organizations, including African Economic Research Consortium (AERC), Women’s World Banking, and Institute for Security Studies, International Potato Institute, Nelson Mandela Institution for Science and Technology and the Global Agenda Council of the World Economic Forum co-Chair of the World Economic Forum Africa and the African Institute of Governing with Integrity.
She holds a Bachelor of Science degree in Civil Engineering from the University of Dar es Salaam, a Master’s degree in Transportation from MIT, and a PhD in Infrastructure Systems from MIT.
She is a graduate of the Harvard University Executive Development Programme. In 2013 she received an Honorary Doctorate in Humane Letters from North Central College in Naperville, IL (USA) in recognition of her contribution to Africa’s development.
